Currently for finances (but not only!), we're using third-parties: private banks. Thus, we have low to no control over our money, furthermore on financial policies. Most of the ownership over this system goes to the government and the central bank. This is a centralized system.
An autonomous and transparent system cannot be cheated, and it doesn't require any third-party. This is in essence the root of decentralization and it's deeply political. At its core, this means the big principle is that one entity should never be able to take decision that will impact many, whatever scale we're talking of.
Blockchain tech is a great example of decentralization.
In general, to measure decentrzalization, we can use a couple metrics:
1. Geographic allocation
2. Power
